This bug happened to me shortly after the memorial at the lodge.Sarah was part of my crew, and i set off to another planet to complete another quest. I found out if you take her to the lodge where is walter there, she are able to continue the dialog, and this fixes the issue.Approach walter or sarah to make sure their speech has reset.
